In 2025, United States Senate Federal Credit Union proudly launched the USSFCU Foundation—a nonprofit 501(c)(3) organization dedicated to advancing financial literacy, inclusion, and empowerment. Built on the belief that financial literacy is not a privilege, but a right, the Foundation works to make education and resources accessible to everyone, regardless of background or income level.

Through in-person outreach, digital learning, and meaningful partnerships, we aim to equip individuals and families with the knowledge they need to make confident financial decisions.

Donating to the USSFCU Foundation is a meaningful way to support financial literacy—and it also makes you eligible for membership at USSFCU.

How to Join Through a Foundation Donation:

  1. Make a minimum $10 donation to the USSFCU Foundation

  2. Save your receipt or confirmation email

  3. Upload your receipt during the USSFCU membership application

It’s that simple. You’ll be helping expand financial education efforts throughout the DC metro area—while gaining access to the trusted services and benefits of USSFCU membership.

James Ruley, President

A seasoned credit union executive, James is committed to supporting underserved communities and small businesses. His vision for the Foundation was inspired by the need for accessible resources in the wake of the COVID-19 pandemic.

Kathy Dalfrey, Treasurer

As USSFCU’s Chief Financial Officer, Kathy brings over 25 years of experience in financial strategy and sustainability. Her leadership ensures the Foundation’s programs remain effective, equitable, and impactful.
